Mission Rock

San Francisco, CA

Mission Rock is a 3 million square foot, 28-acre mixed use neighborhood located south of Oracle Park, the home of the San Francisco Giants. A collaboration of over 20 Bay Area public agencies, multiple private development partners, and legions of active community stakeholders, Mission Rock set new standards for innovation, sustainability, and inclusion establishing a model for how teams can engage in civically oriented community building. Home to VISA’s Global Headquarters, Mission Rock also includes a record setting 40% of the residential units as affordable to low- and moderate-income renters, including a community of youth exiting the foster care system. China Basin Park encompasses five acres of lawns, plazas, and waterfront spaces for community gatherings. Biking and walking paths surround the area, integrating the waterfront with the ballpark, housing, shops, and more. The neighborhood is 100% fossil fuel free, with zero water waste, LEED- Gold status, and is powered by a first ever District Energy System. The construction team’s focus on equal representation in the workforce led to the creation of an inaugural Women In Trades training program.

Fran Weld led Mission Rock as the San Francisco Giants Senior Vice President of Strategy and Development. She spearheaded the public-private deal structure, led the search for a development partner, and represented the $3B master development joint venture with Tishman Speyer. She negotiated the long term ground lease with City and individual parcel leases for vertical development and created a City, County, and State partnership for a $250 million tax increment investment using a combination of an Infrastructure Financing District, a Community Facilities District, and special taxes.
